how can i introduce carbon dioxide into a vertical pbr of size diameter 1.75 ft and height of 3 ft , i mean in what form and i have read about spargers and all in connection with this. my doubt is regarding introduction of carbon di oxide and oxygen removal at minimal cost..please help.

Dissolved CO2 consumption into culture medium by growing microalgae it's directly related with cell growth rate of microalgae. So that you must determine maximun growth cell rate to deduce maximun disolved CO2 consumption. About oxygen removal, if the PBR is an open bioreactor then you can use one semipermeable membrane to removal this. But PBR is an closed bioreactor you must use one oxygen absorption column to oxygen disposal.
